القائم بأعمال السفير الفرنسي: التعاون المصري الفرنسي يسمح بتبادل الأفكار في الحقوق والتشريعات وفرنسا تواصل دعمها ومساندتها لمعهد قانون الأعمال الدولية

وقع الدكتور محمد الخشت رئيس جامعة القاهرة، والدكتورة كريستين نيولودوك رئيس جامعة باريس 1– السوربون، تجديد اتفاقية التعاون لمنح الدرجة العلمية المشتركة في ليسانس الحقوق باللغة الفرنسية ودبلومة الدراسات العليا والماجستير التي تمنح من خلال معهد قانون الأعمال الدولية، وذلك خلال الاحتفالية التي شهدتها قاعة الاحتفالات الكبرى بالجامعة بمناسبة مرور 35 عامًا على إنشاء معهد قانون الأعمال الدولية بين جامعتي القاهرة وباريس 1 – سوربون.

حضر تجديد توقيع الاتفاقية، السيد رافائيل مارتن دي لاجارد القائم بأعمال السفير الفرنسي بمصر، والدكتورة كريستين نياو ليدوك رئيس جامعة باريس 1 بانتيون سوربون، والأستاذ سلفاتوري بابالاردو مدير فني بمركز علاقات الخبراء بإدارة التعاون الثنائي وتعبئة الخبرات وخبراء فرنسا (مجموعة AFD)، والدكتورة أنياس روبلو تراوزي مدير مدرسة حقوق السوربون، والدكتور ستيفن المدير الفرنسي لمدرسة حقوق السوربون بالقاهرة، والعميد الفخري لمدرسة حقوق السوربون، والدكتور محمد سامح عمرو عميد كلية الحقوق، والدكتور طارق سرور المدير المصري لمعهد قانون الأعمال الدولية والأستاذ بكلية الحقوق، والدكتورة رشا رمضان ممثل الوكالة الجامعية للفرنكوفونية في مصر، وعدد من الأساتذة بالجامعتين.

وخلال كلمة ألقاها الدكتور محمد الخشت، أكد أن التعاون بين الجامعتين في هذه الدرجات العلمية في القانون هو تعاون مهم جدًا وله تاريخ طويل، بدأ منذ 35 عاما، مشيراً إلى أن التعاون بين جامعة القاهرة وجامعة السوربون هو تعاون قديم يبدأ من وقت إنشاء جامعة القاهرة، حيث درس أساتذة جامعة القاهرة في جامعة السوربون عبر أجيال مختلفة، كما أنه مع بداية جامعة القاهرة، جاء كثير من الأساتذة الفرنسيين الكبار من جامعة السوربون في جامعة القاهرة أبرزهم البروفيسور الفيلسوف أندريه لاند، الذي كان يدرس في كلية الآداب جامعة القاهرة.

وقال الدكتور محمد الخشت، إن العلاقات بين مصر وفرنسا هي علاقات مهمة جدا واستراتيجية تتحرك من تفاعل ثقافي وحضارى قديم بين مصر وفرنسا، مشيرًا إلى أن هناك عددًا من الفلاسفة والمفكرين الفرنسيين الذين لهم دور كبير في تشكيل الأفكار الإنسانية وعلى رأسهم “مونتسكيو” الذي يربط بين الفلسفة وبين القانون في كتابه الأشهر “روح القوانين”.

وقال السيد رفاييل مارتن ديلا جارد القائم بأعمال السفير الفرنسي بمصر، إن الاحتفال بمرور 35 عامًا على إنشاء معهد قانون الأعمال الدولية يعد يوماً مهمًا بالنسبة لمصر وفرنسا، وهو تعاون مهم يسمح بتبادل الأفكار في الحقوق والتشريعات على الجانبين المصري الفرنسي.

وأشار السيد رفاييل مارتن ديلا جارد القائم بأعمال السفير الفرنسي بمصر، إلى أن معهد قانون الأعمال الدولية في جامعة القاهرة يعتبر من مظاهر التعاون التعليمي والثقافي الفرنسي المصري، مؤكدًا أن فرنسا سوف تستمر في مساندتها لهذا المعهد.

وأكدت الدكتورة كريستين نيولودوك رئيس جامعة السوربون، إن المشروعات المشتركة بين مصر وفرنسا تعمل لخدمة العقل البشري، موضحة أن معهد قانون الأعمال الدولية يساهم في تحقيق هذا الهدف.

من جانبه، قال الدكتور محمد سامح عمرو عميد كلية الحقوق، إن الاحتفال اليوم يمثل مناسبة مهمة جدا للاحتفال بعمق العلاقات الموجودة بين كلية الحقوق بجامعة القاهرة. وكلية بريتون 1 بجامعة السوربون للاستفادة من الخبرات المتبادلة، لافتًا إلى التأثير المهم للفقه الفرنسي والثقافة الفرنسية على الثقافة القانونية المصرية، وتأثيرها على كل من يعمل في مجال القانون والتشريع في مصر سواء في التدريس بالجامعة أو في القضاء العادي أو بمجلس الدولة.

وقال عميد كلية الحقوق، إنه يتمنى أن يستمر التعاون فيما بين المؤسستين العلميتين، والاستفادة من الخبرات الموجودة لصالح طلاب الكليتين وأساتذتهما.

وأُقيم علي هامش الاحتفالية، المؤتمر الدولي تحت عنوان: التقارب القانوني: وجهات النظر الفرنسية- المصرية، والذي ناقش تحقيق أهداف الأمن والحرية من خلال القانون الجنائي، وحق التقاضي والتحديات المعاصرة للأتمتة والنظام الالكتروني، والاسهامات الحديثة للقضاء الوطني في قانون التحكيم، وتحقيق أهداف البساطة والأمن من خلال قانون الأعمال، وحماية المرأة، والتقارب والاستدامة، ومستقبل التعليم القانوني في عالم متغير، وإدماج القضايا البيئية والتكنولوجية في الدعاوي الدستورية.

يُشار إلى أن معهد قانون الأعمال الدولية بكلية الحقوق جامعة القاهرة هو ثمرة تعاون مع السوربون بدعم من سفارة فرنسا، ويقدم لطلابه تعليمًا جامعيًّا باللغة الفرنسية، كما يقوم بإعدادهم لشهادات ليسانس الحقوق الفرنسية والماجستير في قانون الأعمال الدولي والأوروبي، إذ يمكن للطلاب بعد إتمام خمسة أعوام دراسية الحصول على ماجستير من جامعة باريس 1 بانتيون – سوربون، وبعد أربعة أعوام دراسية، يمكن للطلاب الناطقين بالعربية أيضًا الحصول على ليسانس الحقوق من جامعة القاهرة.

Dr. Elkhosht Ratifies Renewal of Cooperation Agreement between Cairo University and the Université Paris 1 Panthéon-Sorbonne, l’École de Droit de la Sorbonne, to grant a joint degree of Bachelor of Law in French and a postgraduate and master’s diploma at the Institute of International Business Law.

Dr. Elkhosht: There is a long history of cooperation between the two universities that began with the establishment of Cairo University

Dr. Elkhosht: Relations between Cairo University and the Sorbonne University are within the framework of cultural and civilizational interaction in which a group of senior philosophers and scientists contributed to shaping human thought.

Acting French Ambassador: Egyptian-French cooperation allows the exchange of ideas in law and legislation. The support and assistance of France continues to the Institute of International Business Law.

Dr. Mohamed Sameh Amr: Celebrating the renewal of the agreement is an important occasion reflecting the profound relations between the Faculty of Law in Cairo University and the Université Paris 1 Panthéon-Sorbonne, l’École de Droit de la Sorbonne, as well as the pivotal influence of French legal jurisprudence on the legal culture in Egypt.

Dr. Mohamed Elkhosht, President of Cairo University, and Dr. Christine Neau-Leduc, President of the Université Paris 1 Panthéon-Sorbonne, l’École de Droit de la Sorbonne, signed the renewal of the cooperation agreement to grant a joint academic degree of Bachelor of Law in French plus the postgraduate and master’s diplomas granted through the Institute of International Business Law, at a ceremony held in the celebration hall on the occasion of the 35th anniversary of the establishment of the Institute of International Business Law, a collaboration between CU and the Université Paris 1 Panthéon-Sorbonne, l’École de Droit de la Sorbonne. The ceremony was attended by M. Raphaël Martin Delagarde, Acting French Ambassador to Egypt, Dr. Christine Neau-Leduc, President of the Université Paris 1 Panthéon-Sorbonne, and Professor Salvatore Pappalardo, Technical Director of the Center for Expert Relations at the Bilateral Cooperation and Mobilization of French Experts and Expertise (AFD Group), Dr. Agnès Roblot-Troizier, Director of the Sorbonne Law School, Dr. Stephen Brena, French Director of the Sorbonne Law School in Cairo and Honorary Dean of the Sorbonne Law School, Dr. Mohamed Sameh Amr, Dean of the Faculty of Law, Dr. Tarek Sorour, Egyptian Director of the Institute of International Business Law and Professor at the Faculty of Law, Dr. Rasha Ramadan, representative of the University Agency for Francophonie in Egypt, and a number of professors at both universities.

During a speech delivered by Dr. Mohamed Othma Elkhosht, he emphasized that the cooperation between the two universities in these academic degrees in law is very important and has a long history which began 35 years ago. The cooperation between Cairo University and the Sorbonne dates from the time of the establishment of Cairo University, when CU professors studied at the Sorbonne across different generations. At the time of the founding of CU, many senior French professors from the Sorbonne came to Cairo University, most notably the philosopher Professor Andre Lande, who taught at the Faculty of Arts, Cairo University.

“Egypt and France share very important and strategic relations,” said Dr. Elkhosht, “branching out from an ancient cultural and civilizational interaction between Egypt and France.” He pointed out a number of French philosophers and thinkers with a major role in shaping human thought, led by Montesquieu, who links Philosophy and law in his most famous book, L’esprit Des Lois.

The Acting French Ambassador to Egypt, M. Raphaël Martin Delagarde, said that the celebration of the 35th anniversary of the establishment of the Institute of International Business Law is an important day for Egypt and France, and it is an important cooperation that allows the exchange of ideas in laws and legislation between Egypt and France, saying: “The students have chosen well to study law at this institute because the degree they obtain is of great value.”

The Acting French Ambassador to Egypt, Mr. Raphaël Martin Delagarde, also pointed out that the Institute of International Business Law at Cairo University is a manifestation of French-Egyptian educational and cultural cooperation, emphasizing France’s intentions to continue its support for this institute.

Dr. Christine Neau-Leduc, President of the Sorbonne University, affirmed that the joint projects between Egypt and France work to enrich the human mind, explaining that the Institute of International Business Law contributes to achieving this goal.

For his part, Dr. Mohamed Sameh Amr, Dean of the Faculty of Law, said that today’s celebration represents a very important occasion to celebrate the depth of the relations that exist between the Faculty of Law at Cairo University and the Université Paris 1 Panthéon-Sorbonne, l’École de Droit de la Sorbonne, and benefit from mutual experiences. He referred to the important influence of French jurisprudence and French culture on Egyptian legal culture, and its influence on everyone who works in the field of law and legislation in Egypt, both at the university level and in the judiciary or indeed the Supreme Court.

The Dean of the College of Law expressed his hopes to continue cooperation between the two scientific institutions, and to benefit from existing experiences for the benefit of the students and professors of the two colleges.

On the sidelines of the celebration, an international conference was held under the title Legal Convergence: French-Egyptian Perspectives, which discussed achieving the goals of security and freedom through criminal law, the right to litigation, the contemporary challenges of automation and the electronic system, the recent contributions of the national judiciary to arbitration law, and achieving the goals of simplicity and security through business law, Business, women’s protection, convergence and sustainability, the future of legal education in a changing world, and the integration of environmental and technological issues into constitutional litigation.

It is worthy of note that the Institute of International Business Law at the Faculty of Law, Cairo University, is the fruit of a collaboration with the Sorbonne with the support of the Embassy of France, and provides its students with a university education in French. It also prepares them for the French Bachelor of Law and Master’s degrees in international and European business law: after five years, [French-speaking] students can earn a master’s degree from the University of Paris 1 Panthéon-Sorbonne, while Arabic-speaking students can, after four years, earn a Bachelor of Law degree from Cairo University.
