شارك السيد الرئيس عبد الفتاح السيسي اليوم في فعاليات قمة رؤساء الدول والحكومات في “الدورة الـ٢٨ لمؤتمر أطراف اتفاقية الأمم المُتحدة الإطارية لتغير المناخ” في مدينة دبي، والتي بدأت بالجلسة الافتتاحية الخاصة بإلقاء البيانات الوطنية،
وفيما يلي نص الكلمة التي ألقاها السيد الرئيس:
“أخي صاحب السمو الشيخ مُحمَّد بِن زايِد آل نهيان،
رئيس دولة الإمارات العربية المتحدة الشقيقة؛
السادة رؤساء الدول والحكومات،
أصحاب المعالي الوزراء،
السيدات والسادة،
يُسعدني أن استهل كلمتي.. بتهنئة دولة الإمارات الشقيقة.. على توليها رئاسة مؤتمر الأطراف الثامن والعشرين.. لاتفاقية الأمم المتحدة الإطارية لتغير المناخ.. “كوب 28”.. مشيداً بحسن التنظيم.. ومؤكداً ثقتي الكاملة في قدرات دولة الإمارات.. على الإسهام الفاعل.. في تحقيق أهداف هذه الدورة.
إن مؤتمرنا اليوم ينعقد.. وعلى غرار مؤتمر شرم الشيخ العام الماضي.. وسط تحديات سياسية ودولية خطيرة.. لا تقل أهمية عن تداعيات التغيرات المناخية.. وهو ما يتطلب منا.. كقيادات سياسية مسئولة أمام شعوبها.. العمل المخلص.. على خروج مؤتمرنا هذا.. بنتائج طموحة.. وتنفيذٍ متسارع للتعهدات السابقة.
وتُدرك مصر.. في ضوء رئاستها للمؤتمر الماضي بشرم الشيخ.. وتأثرها المباشر بالتغيرات المناخية.. ضرورة تعزيز العمل الجماعي والعاجل.. للتعامل مع تحدي تغير المناخ.. بما يعزز قدرتنا.. على ضمان التنمية المتوافقة مع البيئة.. التي تحفظ كوكب الأرض للأجيال المستقبلية.. وتتعامل مع ما تشهده الأجيال الحالية.. من آثار مناخية شديدة.. وكوارث تتجاوز قدرة الدول.. خاصة النامية منها.. على التكيف معها.. أو احتواء آثارها.. على مختلف قطاعات التنمية.
السادة الحضور،
إن مسئوليتنا كقادة مجتمعين اليوم.. هي تأكيد الرسالة الواضحة.. بأننا ملتزمون.. بل وطموحون في اجراءاتنا وفي تنفيذها.. بما يتفق مع ما توافقنا عليه في باريس.. سواء ما يتعلق بالتجاوب مع التوصيات العلمية.. أو الالتزام بالمسئوليات والتعهدات.. وفقاً لقدرات كل دولة.. وحجم مسئولياتها التاريخية والحالية.. عن التحديات المناخية الجارية.. لذا.. فمن المهم.. تأكيد مبادئ الإنصاف.. والانتقال العادل.. والمسئوليات المشتركة متباينة الأعباء.. باعتبارها مبادئ أساسية.. في الإطار متعدد الأطراف.
ولقد حرصنا في شرم الشيخ.. على إطلاق العديد من المسارات.. التي تُسهم في تحقيق تطلعاتنا في هذا الصدد.. وعلى رأسها.. إنشاء صندوق تمويل الدول النامية.. لمواجهة الخسائر والأضرار المناخية.. وبرنامج العمل حول الانتقال العادل..
وبرنامج عمل لخفض الانبعاثات.. كما مهدنا الطريق.. أمام التوصل إلى هدف عالمي.. للتكيف مع التغيرات المناخية.
في هذا الإطار.. اسمحوا لي أن أُعرب عن تقديري لكم جميعاً.. في ضوء ما شهدناه خلال هذا العام من نتائج.. سواء ما يتعلق بالنقاشات حول الانتقال العادل.. أو تفعيل برنامج عمل.. خفض الانبعاثات في قطاعي الطاقة والنقل.. فضلاً عن التوصل الي توصيات.. لتفعيل ترتيبات تمويل الدول النامية.. في مواجهة الخسائر والأضرار المناخية.. وتفعيل صندوق التمويل ذي الصلة.
إلا أن نجاح هذه الجهود.. يرتكن إلى توافر التمويل المناسب.. سواء من حيث أدواته وآلياته.. أو مصادره وحجمه وتيسير النفاذ إليه.. ويقودنا هذا إلى ضرورة صياغة رؤية مشتركة.. تتضمن توصيات متفق عليها.. حول تطوير كافة عناصر المنظومة.. من مؤسسات وسياسات تمويل.. أو مؤسسات تقييم.. أو قطاع خاص.
السيدات والسادة،
إننا نؤمن بأن تحقيق هذه الأهداف هو أمر ممكن.. إذا عملنا معاً بروح التعاون والمشاركة.. ولذلك.. ندعو المجتمع الدولي.. إلى اتخاذ خطوات أكثر طموحاً في مؤتمر دبي.. إضافةً إلى توسيع نطاق المشاركة المجتمعية.. مع تفادي الأفعال الأحادية.. التي لا تراعي سوى المصالح الضيقة.. وإنني أتطلع.. لأن نخرج من مؤتمرنا هذا.. بإطار دولي مُعزز.. لتطوير التعاون.. وتوجيه الدعم المالي والتقني المطلوب.. للدول النامية.
وفي الختام.. أجدد تأكيد التزام مصر.. بمواجهة تحدي تغير المناخ.. وأوجه نداءً عالمياً لجميع الأطراف.. بتقديم الدعم الكامل والمخلص.. لدولة الإمارات.. لضمان خروج مؤتمر دبي بنتائج تاريخية.. تؤكد لجميع شعوب العالم.. أننا عازمون.. بل وقادرون بإذن الله.. على إنقاذ وحماية كوكب الأرض.. موطن حياتنا.. ومستقبل أبنائنا وأحفادنا.. جيلاً بعد جيل.

Today, President Abdel Fattah El-Sisi participated in the activities of the Summit of Heads of State and Government at the 28th Session of the United Nations Framework Convention on Climate Change in Dubai, which began with the opening session of delivering national statements.

My brother, Your Highness Sheikh Mohamed bin Zayed Al Nahyan,
President of the United Arab Emirates and Ruler of Abu Dhabi,
Honorable Heads of State and Government,
Your Excellencies, Ministers,
Ladies and Gentlemen,
It gives me pleasure to commence my speech by congratulating the United Arab Emirates on assuming the Chairmanship of the 28th Conference of the Parties (COP28) to the UN Framework Convention on Climate Change (UNFCCC), lauding the exceptional organization and confirming my full confidence in the UAE’s ability to contribute efficiently to achieving the goals of this edition.
Our conference today is being held, much like our gathering in Sharm El-Sheikh last year, as the world is grappling with grave political and international challenges, no less daunting than the serious repercussions of climate change. This makes it incumbent upon us, as political leaders responsible to our peoples, to work diligently to ensure that our conference yields ambitious results and expedites the fulfillment of past pledges.
Egypt, drawing upon its chairmanship of last year’s conference in Sharm El-Sheikh and the direct impact of climate change it endures, acknowledges the pressing need to work toward enhancing collective and urgent action to address the challenge of climate change. This shall take place in a manner that bolsters our ability to ensure sustainable development, that aligns harmoniously with the environment, safeguards Planet Earth for future generations and addresses the devastating climate impacts and disasters that current generations are experiencing, which surpass the capacity of nations, particularly developing countries, to manage and curb their impact on the diverse development domains.
Ladies and Gentlemen,
Our responsibility, as leaders gathered today, is to convey a clear message that we are committed, and even ambitious, in our actions and their implementation, in line with what we have agreed upon in Paris, whether it concerns responding to scientific recommendations or committing to responsibilities and pledges. This shall take place in alignment with the respective capacities of each country and the magnitude of its historical and ongoing contributions to the current climate challenges. Therefore, it is crucial to reiterate the principles of equity, fair transition, and Common but Differentiated Responsibilities as fundamental principles in the multilateral framework.
We were keen, in Sharm El-Sheikh, on launching several courses of action that would contribute to achieving our aspirations in this regard. Those included primarily the establishment of the “Loss and Damage Fund”, which aimed to provide financial assistance to nations most vulnerable and impacted by the effects of climate change; the “Just Transition Action Plan”; and the “Emissions Reduction Action Plan”. We have also paved the way for achieving the “Global Goal on Adaptation to Climate Change”.
Within this context, allow me to express my appreciation to all of you, in view of the outcomes we have experienced this year, particularly the headway achieved in deliberations on the “Just Transition” and the activation of the “Emissions Reduction Action Plan” in the energy and transport section. Furthermore, we have reached recommendations to invigorate financing mechanisms for developing countries, in order to mitigate the climate losses and damages and activate the relevant funding pool.
However, the success of these efforts is contingent upon providing sufficient funding, whether in terms of its instruments and mechanisms or its sources, volume and ease of access. Recognizing the need for alignment, we must collectively forge a shared vision that encompasses agreed-upon recommendations for the development of all system components, including the financial institutions and policies as well as evaluation institutions or the private sector.
Ladies and Gentlemen,
We firmly believe that achieving these goals is possible, if we embrace a spirit of cooperation and participation. Therefore, we urge the international community to adopt more resolute actions in the Dubai Conference, and to expand the engagement of community stakeholders, while avoiding unilateral measures that only serve narrow interests. I look forward for this conference to foster a robust international framework that reinvigorates cooperation and to direct the necessary financial and technical support to developing countries.
Finally, I would like to reiterate Egypt’s commitment to addressing the challenge of climate change. I would also like to extend a global appeal for all stakeholders to provide full and genuine support to the United Arab Emirates, to ensure that the Dubai Conference delivers historical outcomes, that assure all peoples of the world that we are determined, and even capable, God willing, to save and protect Planet Earth, the home of our lives, and the future of our children and grandchildren, generation after generation.
